Defining the Forms of Government

Identifying what form of government each city is currently operating under can be somewhat of a difficult task. For example, just because your municipality has a city manager does not necessarily mean you are operating under a Council-Manager form of government. Similarly, just because you have five members on your city or town council does not mean that you are operating under a Five-Member Council form of government.

The best way to determine what form of government you are operating under is to sift through the ordinances and ballot propositions of your municipality changing that to a new form of government. If you cannot find any help with searching the ordinance archives, you should ask a few key questions:

 

  • Does the Mayor of your municipality vote on the City Council like every other council member?
  • Do the Department Heads report to the City Council?
  • Does your Mayor have executive powers (manage personnel, oversee operations, enter into contracts) outside of the jurisdiction of the Council?
 

 Asking these questions will get you headed in the right direction.
