This webinar examined the distinct powers and duties of mayors and council members serving under Utah’s rare council-manager form of government, where the division of executive and legislative authority are primarily determined by the council. Participants explored how mayors and councils can respect statutory roles, communicate effectively, build productive working relationships, and align policy direction with day-to-day administration. The session also addressed practical strategies for preventing and resolving conflicts between the legislative body and executive branch so city officials can serve residents with greater efficiency, professionalism, and public trust.
