October 27 | Opening General Session featuring Frank Abagnale

Hear remarks from ULCT Board President and Bountiful City Mayor, Kate Bradshaw, and the Utah Local Governments Trust. Following their remarks, we are excited to hear from renowned cybercrime and fraud prevention expert, Frank Abagnale, who is also a bestselling author and the subject of the film Catch Me If You Can.

October 27 | Desserts at the Capitol

End your day with a trip to the Utah State Capitol with League staff. From 5:30 PM – 7:00 PM, bring your family and enjoy gelato and hot chocolate in the new North Capitol Building’s Elk Room. Take a walk around the Capitol Complex and then a trip through the Museum of Utah also located in the North Capitol Building!

About the Training

This training will teach municipal officials the basic concepts and skill of conflict competence and provide participants with opportunities to work together to apply these concepts to real-world challenges.

Participants will learn:

What conflict is (and is not)
What collaboration is (and is not)
Why all municipal officials need to learn how to productively navigate conflict
The basic concepts and skills for how to productively navigate conflict, including:
- Effective listening
- Effective framing
- How to focus on interests and not positions
- How to stay calm and present when dealing with conflict
How to apply these concepts to real-world challenges

Instructor:

Danya Rumore, Ph.D., is a nationally recognized facilitator and provider of conflict resolution and collaboration training. She has trained and coached thousands of professionals in the skills of conflict competence and collaboration. She was the 2025 recipient of the Utah Council for Conflict Resolution Peacekeeper Award. She is an Associate Professor of Practice in the School of Social Sciences at Utah State University and the Director of USU’s Environmental Dispute Resolution (EDR) Program.

What to Expect:

This training will be highly interactive. Participants should plan to arrive on time, stay the whole time, and come ready to engage with one another.
To facilitate everyone’s learning, this will be a “device-free) training, meaning participants will be encouraged to put their phones, computers, and other devices away during training time so they can be fully present and engaged.
Lunch, beverages, and snacks will be provided.
Registered participants will receive additional information via email in advance of the training

We encourage early registration; space is limited and can fill up quickly!

Cancellation Policy & Fee Increases

All cancellation requests must be submitted in writing via email to Katie Harley (kharley@ulct.utah.gov). Attendee substitutions are permitted and will not result in a cancellation fee.

To help incur costs for the conference, the following fees will apply:

A $10 cancellation fee will apply if cancelled by September 29, 2026
Cancellation fees will increase to 50% after October 29, 2026
Cancellation fees become non-refundable after October 13, 2026
Extra meal tickets and/or guest tickets will incur a 50% cancellation fee if cancelled before October 13, 2026 after which cancellations will become non-refundable
A $200 fee will apply to exhibit booth cancellations if cancelled by September 15, 2026 after which cancellations will become non-refundable
Registration fees will increase after September 29, 2026
